NPC and CPPCC Members Make Comments on Auto

  During the 2010 sessions of National People’s Congress and the Chinese People's Political Consultative Conference, some deputies and members who are engaged in the automotive industry made some comments on auto market, according to the China Youth Daily.

  Miao Wei, the deputy of National People's Congress, Vice Minister of Industry and Information Technology:

  There are few cases in the history just like Toyota's recalls whose scale is so large. For a company, reducing the production cost is necessary. However, the quality of products is the most important.

  Problem is not terrible and the key to solving the problem is how to treat it. In China, Toyota has built so many joint ventures and they can produce hundreds of thousands of vehicles every year. We hope that our Chinese consumers can get the same services as American consumers.

  Zeng Qinghong, the deputy of National People's Congress, the Chief Executive Officer of Guangzhou Auto Group:

  Our government is to levy environmental tax and I think it is a systematic project. Taxation should not conflict with national policies which are aimed at encouraging consumption. Environmental tax should not harm the interests of the rich to aid the poor. Absolutely, levying environmental tax for vehicles may impact the consumption of cars. At this time, our economy is in the recovery period. Therefore it is not proper to levy environmental tax.

  Zuo Yanan, the deputy of National People's Congress, the Chairman of JAC Group:

  I think the government officials in Anhui Province are very wise. You know, the conditions of Chinese auto market are so good. If Chery Auto Company is able to produce and sell three million cars and JAC can also achieve the same performance, what good news for Anhui Province! We should not focus on mergers and acquisitions. When we finish all the mergers and acquisitions, the good time will be gone.

  

  Yin Jiaxu, the deputy of National People’s Congress, the Vice Chairman of Chang’An Auto Group:

  I think there is no enterprise whose profits or technologies can be inputted in sequence. No one can take over other enterprises quickly. Volvo once expressed its intent of cooperation through the government, hoping that China Ordnance Equipment Group Company can acquire it. The Chairman Xu Bin and State Asset Regulatory Commission are not in favor of that plan. As far as I am concerned, I don’t agree with the plan either.

  Chen Hong, the deputy of National People’s Congress, the CEO of Shanghai Auto Group:

  At present, China has become an automotive giant but there is a great gap between China and world’s automotive powerhouses. The establishment of competitive capabilities should become the core of the “Twelfth Five-Year Plan” as to the development of auto industry. The “Twelfth Five-Year Plan” program should highlight the capabilities development and accelerate the transformation of economic development mode and the adjustment of economic structure.

  Li Shufu, the member of Chinese People’s Political Consultative Conference, the Chairman of Geely Auto:

  Hire an employee from one company, and then hire another talent from that company. Can we obtain more talented people by this way?

  No. The so-called talent-intensive mode refers to the close coordination among the talents and between talents and technologies. If there is no certain standard and cultural atmosphere and contacts among different people, the coordination can not result in a sound state. Talent-intensive mode can be achieved through internal training.

  Guo ZhenFu, the deputy of National People’s Congress, the General Manager Zhengzhou Nissan:

  In order to achieve sustained expansion of domestic demands, urban-rural integration and industrial upgrading, China should establish a long-term mechanism to promote auto sales in the countryside. The government should relieve the limits of pickup in urban areas and raise the maximum subsidies standard for the vehicles sold in countryside. In addition, the government should coordinate financial institutions to provide small loan business for farmers and offer financial supports for the cars sold in countryside.
