MIIT: Automakers Should Found Quality

　　With the fast development of the Chinese auto industry, the auto market in China is growing larger and larger. To make the development of auto industry healthier, the Ministry of Industry and Information Technology (MIIT) published the guideline on March 14, aiming at regulating and promoting the quality of vehicles.

　　On March 14 the Ministry of Industry and Information Technology published the guideline to enhance the quality of automotive products, and promote the healthy development of auto industry. The guideline points out clearly that auto manufactures should establish the quality responsibility system for vehicles and continuously improve the system of produce quality management. Automakers should enhance and improve the quality-management level as to the whole process including design, production, sales and service for all auto products.

　　According to the guideline, auto manufactures should promote technological upgrading and research and development of new technologies, as well as strengthen information construction, and use information technology as a tool to improve product quality. Automakers should adopt new technologies, new industrial art, new equipment and new materials actively, and improve varieties and quality continuously, aiming at preventing blind expansion of product capacity.

　　Auto manufactures should strengthen the after-sale service and increase training and guidance for the consumers, helping them properly use auto products; auto companies should enhance the awareness of the consumer on vehicle quality and safety and further develop services like repair, maintenance and so on. Manufactures should expand the range of services and raise service quality. Enterprises should establish quality risk early-warning and prevention system and establish systems for product tracing, recalling, complain handling as well as accountability system for safety accident. Automakers will be able to recall and process auto products in time.

　　The guideline makes it clear that in order to establish and improve auto product quality monitoring system, there are four aspects of work to be focused on. Firstly, China should improve the standards of the legal system and strengthen the research and revision on standards and technical specifications of safety and energy-saving environmental protection in auto industry. Secondly, regulatory authorities should rigidly enforce the entrance of automotive manufacturers and product and enhance the management of ‘announcement on vehicle manufacturers and product’. Thirdly, Chinese government should strengthen the capacity of public testing institutions, and vigorously reinforce the capability of automotive products quality testing according to mandatory standards and accident identification capacity of the third-party quality inspection agencies. In addition, China should constantly improve the products quality evaluation methods and evaluation system. At last, Chinese auto industry should establish publicity system of quality information and effectively protect honest and trustworthy enterprises, constraint and discipline dishonest enterprises and behavior.
