【Announcer (Mao-Dong Fang): Thanks for the speech of Director Li! I believe that as the government strengthens its efforts, the development of China's small car will have a better future; enterprises will also further increase the R & D investment to realize the leap forward progress from quantitative to qualitative of China's small car products.
As we all know, energy saving and environmental protection is the key to sustainable development in the automotive industry, China's current vehicle holding quantity is close to 180 million including automobiles, motorcycles and agricultural vehicles, with its rapid growth of the vehicles our environmental pressure will be more and more prominent.
Next let's welcome Ren Mengyan, Director of Pollution Prevention Division, Ministry of Environmental Protection, give us his speech on the pollution emissions. 】
Ren Mengyan, Director of Pollution Prevention Division, Ministry of Environmental Protection |
Ren Hongyan:
Good afternoon, everyone. I am very pleased to participate in this forum to take this opportunity to introduce the automobile pollution prevention and control situation, I would like to introduce from three aspects:
First, to talk about the status and future development trend of prevention and control of motor vehicle pollution in our country. Second, review our current regulatory system, talk about the vision of the next step of our work and talk about our country’s automotive industry which has made great progress after so many years of development.
In 2008, the U.S. produced a yearly output vehicles of about 14.8 million units while this year due to the effect of the economic crisis we are likely to exceed the United States to become the world's first, as predicted by some experts from the United States, we will actually surpass the United States in 2013, because the United States has an actual capacity of around 17 million units, volatility might be very severe, and this year it may fall below 2100 units, therefore from an objective point of view, the time we might surpass the United States is probably in 2013.
Here is a data to remind us that the vehicles we have are only driving cars which have been increased by 30 times over the past 30 years, what is the auto production volume we are able to stabilize in the future? That’s difficult to tell, but there is a data I can certainly say that in the next 30 years there will be a definite room for a 3-time growth with no doubt because in the past 30 years we have had increased by 30 times, which is a good thing as well as a terrible matter of fact.
I have just mentioned that our vehicle holding quantity reached 177 million, among which includes a large amount of yellow-label vehicles at a number of about 18 million units whose emissions take a large account of the total. Recently many people, especially those from the industrial field, are aware that recently our country is taking measures to encourage the elimination of yellow-label vehicles.
Pollutant emissions from motor vehicles is very large, the main pollutants include nitrogen oxides, particulate matter, VOC, carbon monoxide, here it mentioned that although the number of the yellow-label vehicles make up 28%, but the emissions account for 75% of the total, therefore we are now encouraging the accelerated phase-out of yellow-label vehicles, to encourage the accelerated phase-out is not a mandatory phase-out, which spares a lot of environmental space to the new vehicle development. Here are a few data on concentrations of pollutants in terms of our contribution rate, mainly in cities, vehicle emissions make up 92%of carbon monoxide emissions and nitrogen oxides 94%, among them our greatest impact is from the particulate matter, very fine particulate matter can enter our blood, and sometimes people feel drowsy, poor health is caused by too much pollutants, we admit that air pollution here is much worse than that of many developed countries, these pollutants that enter the blood through the particulate matter will make you feel very tired, very fine particles are mostly discharged by motor vehicles at a proportion of about 23%.
The concentration of nitrogen oxides in our city is continuing to rise, particularly on both road sides, carbon monoxide mainly discharged from motor vehicles that greatly impacts drivers, traffic policemen and pedestrians, due to the great impact on air of both road sides from motor vehicles, the prices of the flat along the road sides in Hong Kong are lower by about half than those of the flat along, along the road sides the price is about 30,000 per square meter, but the price of the subsequent floor probably goes to more than 60,000 per square meter, and a big reason for this is noise and air pollution. There is also a photochemical object due to the formation of ozone, which has large impact on burning of our lungs.
