On the other hand, as for technology policy, before was mainly aimed at years of 2000, 2001 and 2004 when the goal is 2010. Even though it is still not yet 2010, the technology policy is already relatively outdated, so we are now drafting this technology policy which has played a significant role in pollution prevention and control of vehicles to our country over the past 10 years.

A large number of local governments have also attached great importance to motor vehicle pollution, and now provinces all over the country, except Tibet, have carried out vehicle management, though of course, some cities may not have carried it out yet. Many provinces and cities have regulations on motor vehicle management, and according to our statistics, 167 cities have specific departments for vehicle management, and many local people's congresses and governments have issued their own local management practices, some are jointly issued between environmental protection departments and the public security department, because we can not do a lot of work without the cooperation of the Ministry of Public Security.

Environmental monitoring system has main aspects as below:

First, in the environmental directory we released there are probably more than 83,000 published models, which have been tested as being approved.

Second, advance implementation of the standards and now Beijing has implemented a State 4 standard, Shanghai will begin from October 1, and Guangzhou is applying to the State Council to advance the implementation of the Country 4 standard.

Third, do consistency inspection of the production vehicles. Do compliance inspection after the running of 80,000 and 100,000 kilometers.

Besides, after certain years’ driving, old vehicles fitting the conditions of compulsory scraping can no longer be used.

There are several aspects of the work being done about the fuel. Not long ago we cooperated the National Development and Reform Commission with the ethanol gasoline project. In 2000, the leaded gasoline was phased out, and now we are engaged in low sulfur and carrying out hydrogen management system.

Part three, frog-leap development. In 2000 the carburetor cars were eliminated to achieve automotive EFI technology, for many years after EFI-based vehicle emissions were actually reduced a lot. After the elimination of leaded gasoline, now the media and the public are concerned about Fengyang blood lead case caused by stationary sources. Ministry of Environmental Protection began a campaign of low sulfur in 2005 and have made great achievements with the support of many government departments. Now China's vehicles are entering the time of Country 3 with the vehicles as well as gasoline both into the level of Country 3. As required by the State Council in the industry planning that gasoline vehicles reaches Country 3 standards in 2009 and diesel vehicles shall reach the Country 3 standards in 2010.

There are several economic policies, and we feel that the most effective would be a tax reduction policy when Country 2 is implemented, which would be useful at that time in furthering the implementation of Country 2. This year the State Department spent 5 billion RMB specifically to promote the phasing out of yellow label vehicles, a measure which has also been very effective.

Clean Vehicle Action has been practiced for 10 years now, and our country is the fourth largest car fuel vehicle fleet, which has taken a lot of work.

Our next task has several aspects, which are described below:

First, the "Air Act.”

Second, the "Regulations for Prevention and Control of Motor Vehicle Pollution."

Third, the "Twelfth-Five-Year Planning on Motor Vehicle Emission Management and Prevention Control"

As for monitoring, many people attach importance to the implementation of Country 4 and Country 5, which we are now discussing. On October 1, passenger cars will be subject to classification regulations, and yellow or green labels will be pasted on qualified cars. The phasing out of yellow label vehicles will be a routine, long-term operation, and funds will be set aside to encourage the phasing out of 18 million yellow label vehicles both locally and centrally, which will not only reduce emissions but promote vehicle updating, stimulate economic development, and promote new car purchases.

About environmental taxes, there are some adjustments in tax laws which allow the incorporation of motor vehicle pollution prevention and control into taxes, which we recommend. The only problem is when.

About low sulfur and vehicle fuel, the low-sulfide is a key point for us to implement new standards, and we hope to actually realize the low sulfur target after three to five years of effort, since the no-sulfur target is not realistic; however, we should have no problem completing this task in three to five years.

Promote the use of cleaner in diesel and gasoline fuel for vehicles.

Automobiles are beneficial things which everyone likes; however, they’ll become the opposite if there are too many of them. Sustainable transportation is our aim, and we hope that through the proper policies and correct guidance we can achieve the popularization of cars, establish a comprehensive public transportation system and promote the development of sustainable transportation.
