Ministry of Commerce supports tire industry

According to a Chinese financial media, China’s Ministry of Commerce along with Ministry of Industry and Information Technology and relevant industrial associations will study to formulate measures in supportive of tire industry as well as its upstream and downstream industries, Ministry of Commerce Spokesman Yao Jian said at a press conference on September 15.

According to Yao Jian, during the critical time of global financial crisis, the recent misuse of special safeguard measures adopted by United States against Chinese tire imports is sending a wrong protectionism message to the world.

Before the United States made its decision, China’s Ministry of Commerce and its American counterpart held multiple rounds of negotiations at both ministerial and technical official level. Unfortunately, there was no consensus reached in the end.

Yao said tire enterprises’ further negotiations would get support and guidance from Ministry of Commerce. He also pointed out that Ministry of Commerce would work with Ministry of Industry and Information Technology as well as relevant industrial associations to draft supportive measures for tire industry as well as its upstream and downstream industries. Yao also said the measures being considered would focus on improving further the tire industry’s structure and raising technological standards and product competitiveness.

There was a prior report that tire enterprises want the government to increase the export tax rebate and lower the import tariff of rubber. However, Mr. Yao Jian did not talk about the details of the proposed supportive measures.

Both the two measures are only the suggestions from enterprises and it needs some time to become a policy, Liu Yinan, deputy chairman of the China Chamber of Commerce of Metals Minerals & Chemicals Importers and Exporters, told a journalist when interviewed on September 15.

Li Yinan believes that export tax rebate is in line with the international practice and all the tax levied shall be returned in principle. “If (the export tax rebate) is raised a little, enterprises will suffer smaller losses,” Liu said. The current export tax rebate rate for Chinese tire is 9%.

Chinese government recently has reduced the export tax rebate for many times, aiming at industrial adjustment and trade surplus reduction. Ever since the global financial crisis, the export tax rebate has been raised for 8 times and the tire, however, was excluded. “This time (the export tax rebate of) tire will probably be raised, but it is hard to predict to what extent”, Liu said.

As for the measure to reduce the import tariff for rubber, Liu was quoted as saying that it needs to be weighed by government. The current high tariff of 20% for rubber imports by Chinese government is supposed to protect the interests of domestic rubber industry.

Most of the rubbers imported by tire enterprises are used for processing trade. Those enterprises may probably sell their products in domestic market rather than adhere to the approach of processing trade. This will have some negative impact on the interests of Chinese rubber farmer. Therefore, Chinese government needs to work more to balance the interests of rubber farmer and tire enterprises.
