Nowadays a higher hope has been imposed on new energy vehicles in the energy-saving and emission reduction strategies of China.

According to First Financial Daily , Wang Shulin, the leader of the automobile team of National Development and Reform Commission said in a recent interview that the new energy vehicle development plan had been submitted to the State Council and would be formally promulgated in March next year. Moreover, the relevant state ministries and commissions would also carry out five supporting measures to go with the new development plan.

In fact, our premier Wen Jiabao also proposed to support the development of electric vehicles earlier when he was inspected in Shanghai.

CBN reporter has learned from authoritative sources that the first round of screening upon key parts enterprises of new energy vehicles has been finished by a research group led by the National Development and Reform Commission and is comprised of national experts and vehicle manufacturers. The purpose of this research is to get a clear knowledge of the overall technological level and development status of the core parts of our new energy vehicles so as to start an initial preparation for the industrialization of new energy vehicles parts.

Upgrading the new energy vehicle development plan to national strategy as well as speeding up to link the upstream and downstream industry chains inflect development of Chinese new energy vehicles is entering into the “fast lane”.

  Seek for the docking within auto industry

The same time as the new energy vehicle development plan is under researching, in May of this year, the intensive research work on the industrial status of motive power batteries, capacitors, motors and electrical accessories of new energy vehicles has already been started by the National Development and Reform Commission. Through the selection of parts enterprises, they will selectively support the enterprises that have technical innovation capability and are in line with the prospects of industrial development.

“The results of the first round of the project have been announced. Recently the national research group will carry out further research work. The most important reason why the leaders of vehicle enterprises are on the group this time is because they want to ultimately achieve the docking of the parts enterprises and vehicle enterprises through the latter’s judgments towards the market and the feasibility of projects.” One leader of a vehicle motive power battery manufacturer told the reporter of CBN.

Electric battery, capacitor, drive motor and electrical accessories are the three very core technologies of new energy vehicles. The technological level and industrialization of these three aspects will become the prerequisite of the large-scale development of China’s hybrid vehicles and pure electric vehicles in the future.

According to restructuring and revitalization planning within automobile industry published in March this year, till 2011, ‘we plan to form a production capacity of 500,000 new energy vehicles such as pure electric vehicles, plug-in hybrid vehicles and hybrid vehicles of common type. The sales of new energy vehicle sales are to account for about 5% of the total sales of passenger cars.”

“From the current situation, the scale may be larger.” CEO of Harbin Guangyu Power Co., Ltd, Zhu Yanchun, who holds a more optimistic attitude toward the development of new energy vehicles, has said so.

In accordance with the announcement of our government in November 26th, by 2020 it will cut its carbon dioxide emissions per unit of gross domestic product by 40 to 45% compared with in 2005. "The development of new energy vehicles has been thought high. What’s more important, the policies to support are unprecedented.” Yan Jianlai, the Minister of Parts Division of Society of Automotive Engineers of China said to a CBN reporter in a previous interview.

However, through what ways the policy be implemented become sensitive information the enterprises are care about. “At present local governments sometimes give out financial subsidies to promote new energy vehicles. However, these policies are still tentative in nature. Not only is the intensity far from enough, but also many policies are not really carried out.” One leader of an auto manufacture said so.

Not long ago, Chongqing proposed to promote 1100 new energy Changan Automobile in 2011, of which 100 are private passenger cars. To gasoline-electric hybrid motors, major preferential policies include a state subsidy of 36,000 Yuan and a total exemption of transportation fees of 6,900 Yuan for three years per unit.

On the other hand, taking the gasoline-electric hybrid vehicles for example, the vehicles costs and maintenance fees are relatively high. However, in view of operating costs, the preferential policies can not narrow down the expense gap. Although the fuel costs may be cut down by 10% to 20%, but it just is not enough to support the replacement and maintenance of the battery system. Thus, the result is fuel can be saved while money can not.

“We are most concerned about is how will the government stimulate the consumption of new energy vehicles through a series of supportive measures may be carried out as well as the construction of related infrastructures such as battery charging stations.” The above Insiders said so.(translator: Yalong/ Jessie)
