State Council to propose the occupancy rate

  As for Beijing transportation, consultants of State Council propose to control auto consumption.

  According to Legal Evening News, no matter consultants of State Council, or common citizens, they all have opinions of Beijing transportation: the control of auto consumption in the next five years, considering the occupancy rate of car parking, improving city public transportation and increasing community shuttles.

  This morning, the correspondent learned from the Communications Bureau that the compiling of the National Twelfth Five-Year Plan is going through the intermediate phase, which will include those good proposals that arouse wide concern and satisfy the development demand.

  Shuttles will be increased for picking up residents from their community to bus station.

  Half of citizens’ suggestion is concerned with the development of public transportation, such as bus network optimization and the increasing bus and subway coverage.

  According to the correspondent, many citizens proposed to increase community shuttles for picking up residents from their community to bus stations.

  Chen Yanling, head of the Beijing municipal commission of transport's planning division, said the city’s bus service will be comprehensive coverage and convenient for citizens, only when it is equipped with fast-line network, main-line and sub-line network.

  Shen Mengpei, consultant of the State Council said bus route would be better to get rid of long lines with only repeated main-roads and branch, but make use of several short lines which connect each other.

  The occupancy rate of car parking may curb the development of private vehicles.

  The latest figure from the traffic department indicates that private vehicles increase with a daily average of above 2000 units in Beijing. The total of vehicles will be expected to exceed 7 million units in 2015.

  Under such circumstance, the average speed of road network in central area of Beijing could barely reach 15kilometers per hour, which is much slower than that of traffic congestion caused by heavy rain on September, 19.

  According to Guo Tingjie, consultant of the State Council, an excess of cars on-street is due to low cost. Therefore, the state will make use of economic means to regulate and control this situation in the next five years, including controlling auto consumption, introducing car occupancy rate, and prohibiting any company providing free parking spaces.

  International experiences

  According to Japanese law, people who would like to buy a vehicle must buy a parking space first. Any individual or company must show a vehicle parking certificate proves that his vehicle has a designated parking space for overnight parking. Vehicle owners could rent or buy a designated parking space which is within 500 and 2000meters away from their working places or residences. Or else, the traffic control department would refuse to issue a license plate for a new vehicle which doesn’t meet the requirements.

  Meanwhile, the cost of public parking spaces is quite high as well.
