He hoped that the state should come up with development strategies rather than development plans during the 12th five-year plan. Then China should carry out industrial policies on such basis in order to support the strategies.
No.2 Low carbon, new energy vehicles and environmental tax.
In 2010 sessions, people often raised some terms such as low-carbon living, environmental protection and new energy. Jiusan Society submitted a proposal about promoting low-carbon economic development in China, which has been listed as the No.1 proposal. At the news conference the spokesman Zhao Qizheng pointed out that low-carbon economy would become a popular topic in 2010. In addition, the Chairman of JAC Zuo Yanan and the President of Great Wall Motors Wang Fengying also said respectively that in 2010 NPC and CPPCC sessions the development of new energy and low-emission vehicles would attract attention.

Although Chinese government has encouraged consumers to buy low-emission vehicles in the past two years, obviously the consumption trend is not in accordance with government's expectations.
No.3 Independent brands and government procurement
The year of 2009 is a banner year for independent brands. At the beginning of year, many domestic automakers intended to finish a large number of projects. Government departments have also introduced relevant policies timely to support the development. The Restructuring and Revitalization Plan of Automotive Industry issued by the State Council has made it clear that the government departments should purchase more domestic brand vehicles as official cars. From the beginning of 2010, in the procurement list of all-level government departments there should be no less than 50% of domestic brand vehicles.
