　　It is very important for China to develop fuel-efficient and new energy vehicles together, that is, both are equal. Second, China should handle the relationship between self-development and overseas partnership well, and treat technological innovation as the main driving force for pushing development of China's fuel-efficient and new energy vehicles industry. Meanwhile, China should fully take advantage of global innovation resources. Through various cooperation mechanisms, China wants to enhance international technological exchanges and cooperation in many channels. Third, China must balance the relationship between guidance and market-driven properly. Fourth, it is necessary for China to balance the relationship between industry cultivation and utilization conditions.
