New Energy to Deal with Financial Crisis and Global Warming
【Editor's Note】 On December 1, 2010, China International New Automotive Development Forum jointly organized by the State Council Development Research Center and China Council for the Promotion of International Trade opened at Beijing Conference Center. It is the first time that national central ministerial departments held China International New Automotive Development Forum. At the meeting, Mr. Zhang Yutai, director of the State Council Development Research Center made a speech.

China International New Automotive Development Forum jointly organized by the State Council Development Research Center and the China Council for the Promotion of International Trade, which also endorsed by the Ministry of Industry and Information Technology, Ministry of Science and Technology, Ministry of Land and Resources, the State Administration of Quality Supervision, Beijing Municipal Government, Guangzhou Municipal Government, Wuhan Municipal Government and other relevant governments.
In the process of preparation, China International New Automotive Development Forum also gained support from relevant institutions at home and abroad such as World Bank, European Commission, the State of California, the German Federal Ministry of Transport, Building and Urban Affairs and University of California, so here on behalf of the forum Organizers I want to express sincere thanks for support from government departments and foreign agencies.
Considering that the global energy crisis and global warming, the traditional auto industry is facing tough challenges while countries throughout the world are actively seeking countermeasures. As a result, many countries define development of new energy vehicles as an important way to improve competitiveness of auto industry and achieve sustainable economic development. Chinese government is very concerned about the development of new energy industry, which is one of seven industries promoted by Chinese government.
One of the organizers of this forum is the State Council Development Research Center, which is a policy research and advisory agency directly under of the State Council. In recent years, the State Council Development Research Center has done a lot of researches on areas of new energy vehicles and industrial development, providing Chinese government with policy basis for issuing new energy vehicles development strategy. Now let us applaud for Mr. Zhang Yutai, director of the State Council Development Research giving us a speech.
Zhang Yutai: Good morning, distinguished guests, ladies and gentlemen. There are considerable attendants here from governmental organizations, research institutions, business community, the media and intermediaries to discuss the future development strategy of new energy vehicles though it is getting colder and colder. First, on behalf the State Council Development Research Center, I hope to express warm congratulation for China International New Automotive Development Forum and sincere thanks for friends here at home and abroad.
In recent years, technology involving new energy vehicles made a series of breakthroughs and new energy vehicles revolution is rising worldwide. Looking through the 120 years of global automotive history, there has never been great change like today. The United States, Japan and EU are actively developing and adjusting relevant laws or regulations, standards and strategic planning, and industrial policy so as to vigorously promote the development of new energy vehicles. Two years ago, maybe it was adverse effects of financial crisis that forced us to develop new energy vehicles in order to avoid economic growth slowing down. However, nowadays faced with financial crisis and arrival of green economy, both traditional auto powerhouse and emerging large auto countries are inclined to invest a lot into new energy vehicles industry.
Seizing favorable opportunities of the new round of the automobile revolution, to realize comprehensive changes in auto production, consumption, and management practices, not only refers to enhancement of survival and development as well competitiveness of national automobile industry, but also involves dealing with challenges posed by global climate changes so that to achieve green development and build low-carbon society.
