段瑞春 中国电工技术学会副理事长

　　段 瑞 春 简 历

　　1967年上海交通大学工学学士，1981年中国科学院研究生院理学硕士，1983年北京大学法学硕士；80年代赴日本工业产权研究所访问学者；90年代赴美国东西方中心、杜克大学等任知识产权合作研究专家组组长。

　　曾任国家科委（现更名科技部）体制改革司司长、政策法规与体制改革司司长、专职副秘书长。自1994年至1998年，任国务院知识产权办公会议办公室主任。他是中国同美国、欧盟、俄罗斯等国科技合作协定知识产权谈判的首席代表，在与“入世”有关的中美等知识产权谈判中，担任我国主要谈判代表，为我国知识产权立法和加入世界贸易组织做出贡献。

　　2000年起，他调中共中央企业工作委员会，担任国务院派驻国有重点大型企业监事会主席；2003年机构改革后，为国务院国有资产监督管理委员会继续担任监事会主席，对数十家中央企业及其所属公司进行实地检查和专题调研。

　　段瑞春同志是副省部长级高级干部，我国科技界、经济界和知识产权领域的著名专家。由其主持研究完成的《中国技术合同制研究》于1993年获得国家科技进步二等奖，他为第一完成人。目前，兼任中国科学技术法学会会长、国际知识产权保护协会中国分会副会长；北京大学、清华大学、国防大学兼职教授。有《国际合作与知识产权》、《技术合同法理论和实践》、《技术合同》、《科技政策多维思考》、《技术创新干部读本》等著作。

　　Duan Ruichun

　　Mr. Duan Ruichun was graduated from Shanghai Jiao Tong University in July 1967, major in mechanical engineering, and received Master Degree of Science in China Academy of Science in 1981 and Master of Economic Law of Beijing University in 1983.

　　Mr. Duan Ruichun had taken the position of Director-general of Dept. of Science Policy, Deputy Secretary-General of the Ministry of Science and Technology successively from 1982 to 1998. Mr. Duan also acted as the Director-general of the Office of Intellectual Property Conference of State Council of China from 1994 to 1998, and in charge of the organization and coordination of the legislation and enforcement within China and the international negotiations.

　　From 2000 to 2006, Mr. Duan was appointed by State Council as Chairman of Supervisory Panels of State-Owned Large and Key Enterprises, in State-Owned Assets Supervision and Administration Commission (SASAC). He is a senior official of Vice Minister level with rich experience in supervising companies especially in electro-technical and automobile fields including EVS.

　　From 2006 till now, Mr. Duan has acted as the Executive President of China Electrotechncial Society. His published works are: International Cooperation and Intellectual Property, On Technical Contract, On Technology Innovation, Probe on Science and Technology Policy from Deferent Aspects, etc.
