　　Background:

Energy efficiency and emission reduction is the common goal of the international community. In response to the call of the international community, China government has set up a “General Work Plan for Energy Conservation and Pollutant Discharge Reduction," of which the goal is that by 2010, China's energy consumption per unit of GDP will be reduced by 20%, and emissions of major pollutants will be reduced by 10%. Electric Vehicle development is the effective way to ensure the flexibility of human movement and sustainable development of automobile industry, reducing dependence on fossil fuels and environmental pollution as well.

With constant support from National Science & Technology Plan and International Energy Fund during the Ninth, Tenth and Eleventh Five-Year Plan the development and industrialization of electric vehicle technologies have been strengthened and widely recognized by the international community delete. During the Beijing 2008 Olympic Games and the Paralympics Games, domestic automobile enterprises together with universities and research institutions, totally provided 598 units diversified alternative fuel vehicles, of which the technologies were their self-owned, These vehicles formed the largest scale energy saving and alternative fuels fleets in Olympic history, and for the very first time realized zero emission of auto greenhouse gas in the central traffic area of the Olympic Park.

After Beijing Olympic, in order to encourage auto consumption, accelerate the adjustment of auto industry structure and promote the industrialization of alternative fuel vehicles, on Jan 13th 2009, the Ministry of Science and Technology took the leadership to issue the document together with the Ministry of Finance, determined to carry out the pilot program of alternative fuel vehicles running on road in 13 cities such as Beijing, Shanghai, Chongqing, etc.

Meanwhile alternative fuel vehicles were promoted in the fields of public transportation, rental, office business, sanitation and postal and other public services with preferential financial policy which was to provide financial subsidies for business entities that have purchased energy saving alternative fuel vehicles. On March 20, 2009, the State Council officially issued out “Adjustment and Revitalization Plan of Auto Industry”, which put forward a guiding principal----take alternative fuel vehicles industry as a breakthrough, strengthen the independent innovation, cultivate self owned brands, form a new competitive advantage and promote the continuous, healthy and stable development of Chinese automobile industry.

In the field of electric vehicles, the gap is smaller than the one in traditional vehicles filed between China and developed countries, but the famous R&D institutions, universities and multinational corporations abroad have profound experiences in the field of automotive industry research and technology innovation, they have carried out a great deal of fruitful research and development programs so as to own advanced development tools and rich practical experience. Along with the development of electric vehicle industry in China, understand their superior experience and explore their key technology through international cooperation is of great significance to China.

Therefore, by inviting international renowned R&D institutions and enterprises, this forum aims to introduce the advanced achievements, experience, capability and tools abroad, and build the communication bridge of electric vehicles technology development for domestic and international market so as to promote the development of electric vehicle industry in China.(Qinghua/hanxin)
