In 2010 the new car sales of Beijing are more than 700,000 units. Suppose 20% are sold to other cities, there are still 500,000 in high streets and back lanes of the capital. By December 18th last year, the sales exceed 400,000. The numerous cars are testing every driver in this city.
Referring to the quantity, big cities such as Beijing, Shanghai, and Guangzhou already have been well equipped with infrastructure for cars, but the soft environment still lack of construction. Compared to the developed countries, people in Chinese are doing much worse in complying with traffic rules and forming good driving habits. The whole society is still deficient in a atmosphere of transportation civilization. Besides, there are also problems about standards of punishments for actions in violation of traffic rules including drunken driving, hit-and-run accident and the victim compensation.
Therefore, in this year's NPC and CPPCC, seriously emphasizing the importance of the proposal Strengthen the construction of soft environment of automotive community, representatives from automobile industry should strengthen the legal system through the basic links as well as bring the quality of drivers and the management level of urban transportation into the development planning of automobile industry to transform Chinese from a broad market to a country that has leading power in the auto world based on long-term strategic perspective.
