China needs soft traffic environmental

　　Citing an undisclosed source from SOHU Li Manli’blog, Currently the annual NPC and CPPCC are being held in China. Compared to previous years, this year the biggest difference is the issues of people’s livelihood is put in the first place. Literally, people’s livelihood is the four essential requirements of the people: food, clothing, housing and transportation, including employment, health care,education, society, household register, transportation and so on. Since the automobile industry is always the focus NPC and CPPCC, naturally there is no exception this year.

　　A car itself is only a means of transportation. However it is endowed with political significance connected with the people’s livelihood while strengthen the power of economy connected with society. Thus, how can cars be cheap but excellent? The standard is quality. How to enhance the sense of happiness and satisfaction of drivers? The key is the soft environment.

　　Previously it is not unreasonable to think the quality of cars determine the perspective of the automobile industry. However, as cars are rushing into Chinese families and the urban traffic environment becomes less smooth, environmental quality which can also influence the development trend of the whole industry as well as reflect the degree of civilization is more and more concerned.

　　However, this universal truth sometimes can still go wrong. Take Beijing, a city famous for traffic jams for example, although the outlander always feel unpleasant about the jams in Beijing and people living in Beijing also complaint about it, there still large number of car buyers which leads to a strange phenomenon that buying car because of traffic jams but more cars make jams more serious. Just before the New Year, auto detection plants in Beijing are so crowded with cars that some people have to rush to line up early at five or six o’clock in the morning. In 2010 the new car sales of Beijing are more than 700,000 units. Suppose 20% are sold to other cities, there are still 500,000 in high streets and back lanes of the capital. By December 18th last year, the sales exceed 400,000. The numerous cars are testing every driver in this city.

　　Referring to the quantity, big cities such as Beijing, Shanghai, and Guangzhou already have been well equipped with infrastructure for cars, but the soft environment still lack of construction. Compared to the developed countries, people in Chinese are doing much worse in complying with traffic rules and forming good driving habits. The whole society is still deficient in a atmosphere of transportation civilization. Besides, there are also problems about standards of punishments for actions in violation of traffic rules including drunken driving, hit-and-run accident and the victim compensation.

　　Therefore, in this year's NPC and CPPCC, seriously emphasizing the importance of the proposal Strengthen the construction of soft environment of automotive community, representatives from automobile industry should strengthen the legal system through the basic links as well as bring the quality of drivers and the management level of urban transportation into the development planning of automobile industry to transform Chinese from a broad market to a country that has leading power in the auto world based on long-term strategic perspective. And thereby reinforce the cornerstone of the automobile industry so as to make it a real pillar of national economy.
