On September 5, Liu Zhiquan, the Deputy Director of Technology Standards Department of Ministry of Environment Protection said currently air pollution in about one-fifth of Chinese cities is serious, and air quality of one-third of Chinese 113 key cities can't reach national secondary standard. Vehicle emissions have become the major source of air pollution in some big and medium-sized cities.
Liu Zhiquan made a speech whose topic is strengthening establishment of environmental protection laws and regulations on vehicles and achieving sustainable development of vehicle industry at 2010 International Forum on Chinese Automotive Industry Development.
In recent years China's auto industry has been in rapid growth with vehicle population grew sharply. Rapid growth of China's auto industry facilitates rapid growth of China's economy, and led to comprehensive progress of society and economy as well as improvement of people's life quality. However, serious air pollution also emerges. Some cities have transferred from coal smoke pollution to vehicle emissions pollution, even in some regions there is phenomenon of ash coal and visibility declines obviously. Research shows that phenomenon of ash coal is linked to nitrogen oxides and hydrocarbons emitted by vehicles obviously. Ozone in some cities is climbing and risk of photochemical pollution in some cities is increasing. Higher ozone concentration is closely related to nitrogen oxides and hydrocarbons emitted by vehicles, said Liu Zhiquan.
According Liu Zhiquan, China’s establishment of vehicle emissions laws and regulations accelerated in the past decade. Constantly improved vehicle emissions standards and guided vehicles achieve low carbon and reducing emission received good response. Overall emissions are slowing down and reducing emissions performs well during the period of 11th Five-Year Plan. Compared with 1980s, vehicle population is supposed to increase 24 times, and overall emission is expected to increase 12 times, too.
Liu Zhiquan said, during the 12th Five-year plan, China would further enhance the automobile emission standards and strengthen the control of vehicles' emission. The measures aim at improving the automobile emission standards and implementing national vehicle emission standards strictly. Moreover, China will improve environmental protection system for the manufacturing of new cars, and continue to promote consumers to replace old vehicles with new ones. As to the vehicles that fail to meet the European first standard for exhaust emissions as well as low-speed vans, Chin will accelerate the process of forbidding those cars from running. In addition, the development of new energy vehicles will obtain more support. The environmental management system for vehicles should be improved and the regular test of vehicles' parameters related to environmental protection should be enhanced. Relevant authorities should carry out some research on tax policies which may bring benefits to the work of preventing vehicles' pollution. At the same time, China should speed up the process of using clean fuels and strengthen the management of auto-fuel detergent.
By the year of 2020 there will be over 200 million vehicles in China.
The official from the Ministry of Industry and Information Technology of People's Republic of China pointed out that the issues of energy security and environment would be more serious.
According to Xinhua News Agency, Wang Fuchang, the Deputy Director of Equipment Industry Department of Ministry of Industry and Information Technology, said on September 5 that by 2020 the ownership of vehicles in China would exceed 200 million units. Therefore the issues of energy security and environment will become more serious.
China should vigorously promote the energy conservation of traditional cars and industrialization of new energy vehicles. Those two issues have become major tasks which China's automotive industry is facing.
In the 2010 International Summit of the Development of China' Auto Industry, Wang Fuchang said that the development of new energy vehicles should focus on the long-term development of automobile industry.
