■Wan Gang said, in 2009 the central government’ subsidies for public transportation new energy vehicles reached 10 billion Yuan, driving private investment for the motor, battery massive production reached 85 billion, which is expected to form a supporting capacity of 150,000 electric cars next year.
■We can proudly say that after years of great efforts, China electric vehicle has developed to the industrialization stage currently from the initially R&D.
■Ministry of Science and Technology will jointly AQSIQ, the State Standards Committee and other departments to jointly establish a set of standards matching our products R & D independently and technical characteristics of electric vehicles. New energy vehicle development and planning became the core topic of the current China Automobile Industry Development Forum in Tianjin. Following exclusive interview of SOHU AUTO with He Guangyuan, Machinery Industry Minister in September 3, the Director of Ministry of technology Wan Gang, explained in detail in a decade the overall effect of the development of new energy vehicles in China and during the 12th five-year plan the seven strategy focus of new energy vehicle development.
Chinese electric vehicle has entered the industrialization from research and development stage
Wan Gang pointed out that the last year of the Eleventh Five Year Plan, in 2010 to review nearly a decade of the development of the new energy vehicles, he believes that China’s new energy vehicles has made significant progress, specifically in five areas:
First, referring to electric vehicle technology, China has established hybrid, pure electric, fuel cell and power system technology platform with independent intellectual property rights and applicable to the Chinese public transport and private car market and also master integrated vehicle technology. Our automakers have developed a series of massive produced applications, some of which have entered China automotive market.
Second, in the field of key parts such as motor, batteries and control systems, vehicle liquid crystal and lithium ion battery, fuel cell vehicle, electric vehicle motor which have a decisive influence on electric vehicles, we have achieved breakthrough development. Technical indicators also have certain advantages. The key parts have begun R & D to industrialization. Currently, we have formed the largest international electric vehicle components industry.
Third, as for the technical standards and testing capability, China has issued 35 technical standards, and established the detection capabilities such as vehicle battery, motor, vehicle and technical facilities.
Fourth, in basic research, we have already orderly carried out basic techniques such as the Monte lithium iron phosphate lithium battery separator, ion-exchange membrane fuel cells, lightweight manufacturing.
Fifth, referring to international cooperation, we have reached cooperation with a dozen countries, and already carried out substantial cooperation with the United States, Germany, Italy and other countries and research and development cooperation with universities and research institutions.

Seven focuses of new energy vehicles during the 12th five-year plan
About the technique routes of new energy vehicles, in Wan Gang’s opinion, it is generally accepted that electric vehicle represented by hybrid, pure electric and fuel cell vehicle is the main direction of future automotive energy power system’s restructuring and development and has already become the major focus of the worldwide auto powers and car manufacturers in next step.
It is reported that, according to the general idea, surrounding the overall goal, the experts think during the 12th five-year plan, the development of new energy vehicles will focus on the following areas:
First, with a full integration of scientific and technological support from national plans such as 973 and 863 plans, the capacity and reliability of the battery should be as an indicator. We should focus on improving the consistency, safety and durability of city cars and pure small electric passenger cars, and low-cost and easily accepted electric vehicles under the current technical conditions and industrial scale.
Second, it is necessary to increase the technological innovation of charging facilities and infrastructure and accelerate the construction of infrastructure in order to effectively support electrical charge technology and demonstration. We will insist supporting infrastructure construction and carry out charging network construction in advance.
Third, we need to speed up the research of technical standards and improve the standard system. Ministry of Science and Technology will jointly AQSIQ, the State Standards Committee and other departments to jointly establish a set of standards matching our products R & D independently and technical characteristics of electric vehicles. At the same time, it will actively participate in international standard-setting.
Fourth, we should deepen the market and explore new business model. To further deepen the existing technology, the joint promotion of the financial mechanism and establish special funds to increase financial subsidies of development, optimization and application of demonstration products. Besides, we also have to expand demonstration model of electric vehicle in public services and private vehicles. It is very important to strengthen the combination of technological innovation and business model.
Fifth, we should support the Industrial Technology Innovation Alliance and undertake science and technology planning tasks, taking the industrial chain, value chain and technology chain link to establish industrial technology alliances, cross-industry alliance of innovative technologies and cutting-edge technological innovation alliance to cope with the development of electric vehicle technology integration technology platform.
Sixth, we should improve the public platform and strengthen personnel training as well as the building of public service platforms such as national engineering center of electric vehicle technology, national key laboratories and industrial bases. In addition, we have to training personnel positively in electric vehicle field.
Seventh, we should continue to deepen the international technical exchanges and cooperation, and promote international development of electric vehicles. Based on the international cooperation with the United States, Germany, etc., we should actively carry out cooperation and exchanges with the United States, Germany and other countries and relevant international organizations in the electric vehicle technology, standards and other aspects. Besides, we need to establish an international electric vehicle demonstration area between China and Germany to promote our long-term development of electric vehicles in both domestic and international markets.
