  Ladies and gentlemen, we can proudly say that after years of great efforts, China electric vehicle has developed to the industrialization stage currently from the initially R&D.

  Rising China electric car industry is showing its vitality and becoming an indispensable force in Global electric vehicle industry and market development. I want to give my great respect and sincere thanks to the leaders and experts that have nurtured and supported the electric vehicle industry in recent 10 years as well as to the scientific and technological workers and managers.

  Our development is always synchronized with the world. Since the international financial crisis, the United States, Europe, Japan, Korea and other developed countries have been promoting the transition development of automobile industry, which has led to a new tide of developing new energy vehicles worldwide. Among a variety of new energy technology lines, electric vehicles represented by hybrid, pure electric vehicles and fuel cell vehicles are generally considered as the future main direction of the automotive energy power system and have become the focus of the major international automakers in the next step.

  Our development is accord with the world trend. I have ever studied Japanese and Koreans and recently carefully studied the electric car General Assembly held in Germany Berlin in May this year as well as the national electric vehicle program published at that time. Almost all agree that among all the technical innovation, the electric drive has its importance because the future drive must be less energy, more environmentally friendly and more sustainable. The plan is carried out personally by the German Prime Minister Merkel, and charged respectively by economic, environmental, educational, industrial ministers. Meanwhile, businesses and research institutions are to participate as well. The technologies such as battery, electrical, electronic integrated systems and recycling are identified as focuses. Besides, they also have established the target that in 2020 Germany will have 1 million electric cars on the road. Our development is getting close the world. The first batch of China-US Clean Energy Centre project signed last year is being implemented and network is forming. In July this year, I attended G20 meeting of Ministers of Energy in the U.S. I together with Minister Zhu Liwen and the colleagues of the Department discussed the common path and action of the development of electric cars. China and the USA co-sponsored to build the demonstration cities of electric vehicles. The proposed was echoed by ten participating countries on the spot.

  Last week, experts from Ministry of Science and the electric car industry participated in the seminar held in the ABA National Laboratory Michigan. More than 130high-level experts from both China and the USA discussed in detailed the future co-operation in basic research such as the battery and motor as well as operational level. This year in June and August, the German Ministry of Science, Ministry of Education and Research, Ministry of Transportation and Environmental Protection signed a agreement to jointly promote the research and demonstration operations of electric vehicles. These agreements are widely responded by all sectors of German and have already entered the implementation phase. After years of efforts, we have has made considerable progress been in the field of electric vehicles.

  But we must have a clear understanding that the current development of electric vehicles still lies in the process of industrialization.

  There is still immature in technology, consistency, reliability, durability, high cost, inadequate community facilities and many other market obstacles and difficulties. These obstacles and difficulties demand further strengthening international cooperation the basis of independent innovation. An open environment can speed up the development of our own electric car industry.

  Since NPC and CPPCC of this year, I have attended a dozen all kinds of seminars organized by enterprises, universities, research institutions, industry associations and so on, I feel very happy about the consensus, that is, in the next five to ten years, the hybrid electric vehicle will be the main direction during the energy-saving technological transformation and upgrade of traditional cars. Electric, including plug-in cars will be the mainstream of the future automotive development strategies. Fuel cell vehicles will become the dominating terrain feature. Batteries, motors, electronic control and associated auxiliary systems are the basis and key for the restructuring. Technical standards, testing capabilities and infrastructure must be built up as soon as possible. The frontier research should be promoted continuously, stably and solidly. In addition, the market expansion needs to be active and steady.

  The business model, customers demand in the demonstration cities should be feedback to the process of the R & D and industrialization timely to make our electric vehicles meet our customers’ needs.

  International cooperation must show positive, strong support. We need to learn advanced experience through international demonstration operations, and to strengthen the technical standards and international infrastructure. Aggregation and training of personnel is the current priority. In the forthcoming Twelfth Five Year Plan, to implement the guidance of CPC Central Committee and State Council to support and develop emerging industries, the Ministry of Science and Industry will further increase R & D investment on the electric vehicle technologies to continuously to support and guide the development of electric vehicles in China. The Group of Experts have drawn up the draft of special plan after careful study and discuss, which insist that the industry should be led strategically, supported scientifically and technologically, and developed coordinately. The overall planning is to adhere to independent innovation, and expand openness and cooperation. At the same time, to strengthen the standard assessment and industrial research and development based on the key technological breakthroughs. To establish the technology innovation system with the main body of enterprises with the guidance of the market demand. Meanwhile, we need to speed up the construction of the infrastructure such as charging stations, hydrogen stations to meet the industrialization of the electric vehicles. What is more, we have to establish an excellent environment for the development of electric vehicles in order to make China a strong automaker.
