Development of new energy vehicles

　　Zhang Gang: Leading new advanced standards, supporting the development of new energy vehicles

　　December 1, 2010, “2010 China International New Energy Vehicle Development Forum”, co-hosted by Development Research Center of the State Council and China Council for the Promotion of International Trade (CCPIT), is officially opened at Beijing Conference Center. This new energy vehicle forum is held for the first time by national central departments of ministerial level. At the summit, Chief Engineer of General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) Zhang Gang gave a speech.

　　Zhang Gang: Dear distinguished guests, ladies and gentlemen, good morning! First of all, on behalf of General Administration of Quality Supervision, Inspection and Quarantine, I congratulate this forum to be held successfully! The automobile industry is an important pillar of national economy and a symbol industry to reflect national competitiveness. In the recent years, the Chinese automotive industry has maintained the fast developing momentum and its position in the national economy is continuously increasing. New energy vehicle represents the development direction of automobile industry and is the fundamental method to solve the energy problem of automotives. To achieve the established goal of new energy vehicle’s development strategies, we should establish a development concept, which values the quality as core, standards as support, and the brand to rely on.

　　To implement key programs for science and technology, to breakthrough and to master key technologies, to create new energy vehicles, which meet with market demand and consumer recognition with the core competitiveness.

　　Taking this opportunity, I share three points of view.

　　First of all, leading advanced standards of new energy vehicles. In order to enhance practically the fundamental role of advanced standards to industry development, the Electric Vehicle Technical Committee of National Automotive Standardization Technical Committee was established in 1998, approved by former State Bureau of Quality and Technical Supervision, which during the ninth and the tenth Five-Year Plan undertake the amendments of the standards of pure electric vehicles and hybrid cars, started the standard formulation for fuel automobile cell in the eleventh Five-Year, at the same time improved standards of pure electric vehicles and hybrid autos. So far, AQSIQ has already issued 36 items of standards for electric automobile, including 31 items of national standards and 5 items of industry standards. Among them, 13 items of national standards are drawn up referring to international standards, and the rest are all based on the domestic independent technologies. These standards build up an important foundation to develop new energy automobile industry. Meanwhile, AQSIQ is carrying out the research work to develop standard system of auto energy-saving and new energy vehicle, which speeds up the steps of standard system’s improvement and continues to enhance our right to speak of Chinese independent technologies in the international standard amendments in order to support strongly the needs to develop new energy vehicle industry.

　　The second opinion I share today is to create the outstanding quality of new energy vehicle. In the process to accelerate the transformation of economic development model, new energy vehicle takes on the important responsibility of forerunner. We must go the road to sustainable development of quality and efficiency, insist on thriving with high quality to seek the mode of intensive development, lead companies to participate market competition better with advantages of quality and benefits, and to participate the global competitions and cooperation. Therefore, it should increase the speed to form first-class quality research and development system, first-class quality examines support system, and first-class quality marketing service system. At the aspects of product’s functionality, quality’s reliability, technology’s innovation and service’s systemativity, it will form stronger competition advantages to achieve new leapfrog development

　　The third point of view is to raise excellent brands of new energy vehicle. To create and nurture new energy vehicles with independent intellectual right and international well-known brands is the strategic choice to promote long-term developments of China’s automobile industry. In order to promote new energy vehicles to development healthily in a good market environment, AQSIQ researches and draw up not only supervision system of post-market measures, including automobile product safety standards, market access, supervision and inspection, defect recall and other quality problems, but also increases further a series of policies and measures to nurture brands, to promote brands and to support and encourage good brands, while introduces and supports enterprises to strengthen further brand development strategy with quality and safety as the core content, and improves the mechanism to create brands, which help Chinese new energy vehicles to develop rapidly, healthy and sustainably.

　　Ladies and gentlemen, to accelerate the nurture and development of energy-saving and new energy vehicle strategic emerging industry, is not only the urgent mission for China to response energy and environment challenges effectively and to achieve sustainable development of the automobile industry, but also the strategic measure to grasp strategic opportunity, to shorten the distance with advanced countries, and to achieve automotive industry to develop by leaps and bounds. As charging department responsible for quality of the State Council, AQSIQ will promote the developments of new energy industry to play an active role through standard guidance, market supervision, brand nurture, test support and other functions. We are willing to work with relevant departments, a large number of companies and the society to make efforts of innovations, which make our contributions to achieve the established goals of the twelfth Five-Year for the realization of great leapfrog developments of Chinese new energy vehicles.
