“NO.1 Proposal” focuses on low carbon

  NDRC’s guidance on low carbon economy failed from being released before two sessions as scheduled, however, it doesn’t hinder two sessions from carrying out a profound and rational discussion about low carbon. Furthermore, there is an obvious signal sending from two sessions: automobile industry with its leading advantages is expected to take the lead in low carbon economy.

  According to Shanghai Securities News, new energy vehicles are in the vanguard of low carbon industry in terms of emission reduction, energy conservation and environment protection, and consequently became one of hot topics at two sessions. As to some issues, such as “private buyers of new-energy vehicles to enjoy the government fiscal subsidies, the future intensified R&D of new energy and its input, the forthcoming relevant technical standards”, representatives and members were all expressing their thoughts and making suggestions during NPC and CPPCC.

  Xu Changming, director of Information Resources Department, China’s State Information Center, disclosed to reporters that policies for new energy sources, which will be issued after NPC and CPPCC, will further to stimulate the development of new energy vehicles.

  The proposal on promoting China's low-carbon economy development, submitted by Jiu San Society, has gained highly recognition from the National Development and Reform Commission, and has been ranked as the first one to solve in CPPCC. It is undoubtedly served as a flagship. The development of low carbon with the core of efficiency improvement and clean energy, depending on key factors of changing the mode of development and renovating the development system, targeting at the sustainable development, will be the strategic orientation of China’s economic development.

  Sources told the newspaper that National Development and Reform Commission is drafting guidance on the low carbon economy, will define the concept of it, and formulate the development plan of low carbon economy in China. The guidance will select 10 cities to participate in pilot projects for the promotion of low carbon economy in China, and is expected to be launched after two sessions.

  According to Cui Dongshu, vice secretary-general of National Passenger Car Information Exchange Association, low carbon economy is a big concept, and directly relates to such fields as electric bicycles, vehicles with small displacement, and the improvement of diesel vehicles in rural. The development of new energy vehicles has played a vital role in boosting China’s low carbon economy.

  During two sessions, representatives and deputies concerning automobile industry were making suggestions for the development of China’s automobile industry. Hot words kept emerging from deputies’ proposals, such as automobile quality, low carbon, new energy and the development of domestic vehicle brand. Their proposals were focusing on the following aspects: private buyers of new-energy vehicles will enjoy the state fiscal subsidies; the government will intensify its input, and the R&D of new energy vehicles as well as the relevant technical standards will be forthcoming soon.

  Actually, China’s vehicle population has already exceeded 50 million units, and will reach 250 million units till 2020. The boom in automobile sales will further to deteriorate energy and environment. Faced with the fierce competition, who will take the lead in energy conservation will seize the opportunity in advance. As for automakers, new-energy vehicles have already become the vital area for development.

  Subsidies for private buyers of new-energy vehicles should be intensified.

  During two sessions, Wang Jianjun, vice manager of BYD sales company said to Shanghai Securities News. He hopes the state will provide subsidies for private buyers of new-energy vehicles as soon as possible.

  Struggling between cost and market all along, China’s new energy vehicle manufacturers are looking forward to the release of government subsidy policies, which will surely play a vital role in promoting the popularization of new energy vehicles.

  As a deputy to NPC, Yin Jiaxu, vice-chairman of Chana Motor Company pointed out during two sessions that China should speed up the development of the electric vehicle industry in terms of policy guidance and capital support. In the initial stage of the development, the government should allocate substantial subsidies for basic EV charging infrastructures and the purchasing price difference, issue some preferential policies for electric vehicles’ parking and electricity fee exemption, roll out stimulus packages including the exemption of EV consumption tax and purchase tax, along with the income tax exemption for automakers with independent-innovation concerning whole electric vehicles and auto parts.

  As a matter of fact, Miao Wei, vice minister of Ministry of Industry and Information Technology and deputy to the National People Congress, said to reporters, MIIT, along with some relevant ministries, will plan to further expand pilot programs for demonstration and popularization new energy vehicles. Regionally speaking, more cities will be participated in the pilot programs.

  Miao Wei also brought the most exciting news. According to him, the purpose of implementation of subsidy policies for personal buyers of new energy vehicles is to arouse the public great attention to vehicles’ energy conservation and environment protection. For private new-energy vehicle buyers, the government will provide the fiscal subsidies up to 50000 or 60000yuan, local government will provide the subsidies too. As to the standards for the fiscal subsidies, Miao said, “The more gas the vehicle save, the more subsidies it will get. Currently, personal purchasing is only restricted to passenger cars. For pure electric vehicles, the central government will allocate the amount of subsidies up to 50000 and 60000yuan, and not less than thousands of Yuan. Some local governments, which are competing for pilot cities, also expressed they would provide the same amount of subsidies as the central government. ”

  “In this case, if one electric vehicle may meet the standard for the national subsidies up to 60000yuan, along with the same amount of money by local government, then the maximum amount of the subsidies reaching 120000 Yuan, will substantially bring along the growth of the sales of new energy vehicles.” commented as Wu Wenzhao, researcher of Institute of Automobile, Donghai Securities.

  According to sources, since 2009, China has already launched a pilot demonstration program for energy-saving and new-energy vehicles in 13 cities, such as Beijing, Shanghai, and Shenzhen. The subsidies have mainly focused on urban buses that are over 10 meters long. The maximum subsidies are 420,000 Yuan per hybrid bus, 500,000 Yuan per electric bus and 600,000 Yuan per fuel cell bus.

  With NPC and CPPCC starting in Beijing recently, 2010 will be expected as the first year ushering into “the era of China’s new energy vehicles”.

  The standards for new energy automobiles will be forthcoming soon.

  Besides subsidy policies for new energy automobiles, the relevant standards for new energy automobiles were in the spotlight at two sessions as well.

  The proposal on formulating the national standards for new energy automobile, submitted by Lu Guanqiu, deputy to NPC and chairman of China Wanxiang Group Corporation. Following is the main content: firstly, relevant ministries under the sate council will lead and set up national standards for new-energy automobiles commission to formulate the perfect standards for new energy automobiles. Secondly, the technology of vital parts is the key to the development of the new energy vehicles and the formulation of standards for new energy vehicles should start with standards for vital parts. Hence, the unified standards for vital parts should be formulated as soon as possible. Thirdly, we will intensify the formulation of relevant industries’ standards concerning li-lon battery EV, mainly relying on li-lon batteries. Last but not least, we will enhance the integration into standards for new energy vehicles by developed countries, and formulate standards for new energy vehicles with international recognition.

  According to some technical experts concerning new energy vehicles, Japan’s Toyota Motor will produce 1 million units of hybrid electric vehicles this year, however, China’s electric vehicles not being in the application of Lithium Iron Phosphate Batteries on a large scale shows there is a great gap in China’s development and research of new energy vehicles.

  With regards to this, Zeng Qinghong, chairman of Guangzhou Motor and deputy to NPC, made suggestions at two sessions: we will make use of the combination between national stimulus packages and compulsory technology standards, start with low-end hybrid electric vehicles. Through increasingly technical standards for gas-saving and improving national stimulus packages, we will speed up China’s technological development and the promotion of new energy vehicles.

  Zuo Yanan, chairman of Jianghuai Motor and deputy to NPC, said the strategic objectives of being a powerhouse with automobile industry and the concrete quantities indicators should be clarified, such as the scale of new energy vehicles.

  Xu Changming, director of Information Resources Department, China’s State Information Center, said to reporters, central government has already paid great attention to new energy vehicles before two sessions. After NPC and CPPCC, policies concerning new energy sources will be issued, and further to stimulate the development of the emerging market, so that China’s new energy vehicles could gain competitiveness on the international market.
