  China to implement Passenger car Ⅳ emission standard from July 1st

  From July 1 this year, China will fully implement emission standards of the fourth phase for passenger cars, namely the Ⅳ emission standards. New vehicles do not meet the country's Ⅳ emission standards, will not be able to enter new cars directory of the MIIT. Thus, car owners should pay close attention whether their vehicles meet the new emission standards. The vehicles do not reach the Ⅳ standard had better be licensed as soon as possible.

  Emissions for new cars to be implemented

  Vehicles meet only the State Ⅲ standards cannot survive anymore. Currently in the market these cars has few inventory. To consumers, it can be said a good opportunity to purchase.

  Policy: cars cannot be licensed if not meet the Ⅳ standards

  "According to policy, from July 1st this year, light gasoline vehicles around the country will be required to reach the Ⅳ standard." Mrs. Zhao, from motor vehicle pollution monitoring team of Zhengzhou Municipal Environmental Protection Bureau said to the reporter, as early as the beginning of this year, the State Environmental Protection Division has issued a reply on the implementation date of the national vehicle emission standards of the fourth stage (hereinafter referred to as the Reply).   From 1 January this year, gas ignition engines and vehicles do not meet the new standard can't be sold and registered.

  As for the compression ignition engine and vehicles, the new standard will be implemented one year later, which means from January 1st 2012, this type of new cars do not meet the new standard will not be allowed to be sold and registered while the new engines can't be sold and used.

  In addition to light-duty diesel vehicles, other models in light vehicle emission limits and measurement methods (in the third and fourth stage) (GB18352.3-2005) will be implemented the new standard on time, which means from July 1st, if do not meet the Ⅳ standard, light gasoline vehicles and vehicles using one or two kinds of fuel will not be allowed to be sold and registered.

  Li Hongqin from Zhengzhou Vehicle Administration also said the current policies and regulations that they received require after July 1st, all the vehicles on sales should meet the state Ⅳ standard. They will strictly give out the licenses in accordance with national directory of motor vehicles.

  Impact: dealers trying to sell out their inventory

  Then, what about the stocks of the state Ⅲ cars currently in automobile market? This reporter learned that, except for a few brand car dealers, the vast majority of the state Ⅲ cars have been sold out already. Therefore, the policy will not have much impact on the sale in the automobile market.

  "We have just a number of state Ⅲ cars which we are striving to sell out before June 30th." a dealer of Dongfeng Nissan admitted that it is the most difficult problem to them presently. Besides, they have to cut down the prices to attract consumers.

  "We have none state Ⅲ car." Changan Ford car dealer told the reporter. "We started to clear the inventory in April when the manufacturer issued a notice. And we have warned the consumers to finish car registration before June 30th. One Beijing Hyundai car dealer said they have already sold out their inventory basically, "now we focus is to inform our consumers to finish car registration timely to avoid unnecessary trouble."

  "Even if one buyer has not finish car registration then, it will cause much trouble." Thus, many car dealers have already started to remind customers over and over again."

  Reminder: dealers to cut down Ⅲ cars' prices

  After Ⅳ emission standards for new vehicles implemented, the new cars do not meet the standard can't get license. The largest effect is the prices of Ⅲ cars will be cut down, and sometimes unexpectedly.

  "If dealers still have state Ⅲ cars, then they will try to sell them out before July." An industry analysis pointed out that to sell them out, dealers will cut down prices. In June 2008 when National Ⅲ emission standards would be introduced in Zhengzhou, there had been a wave of price-cuts.
